On January 10, 2019, General Administration of Customs (GACC) issued the “List of Registered Overseas Manufacturers for Infants and Young Children Formula Milk Product”. This is the first time that GACC issued and updated the List (see the figure below), indicating the related responsibilities have been transferred from Certification and Accreditation Administration (CNCA) to GACC.
On November 23, 2018, GACC issued Order No. 243, which announced “the Decision to Amend Some of the Regulations”. Among them, “the Supervision and Management of Imported Food Overseas Production Enterprises Registration” was clarified, and GACC replaced CNCA for unified responsibility; the “Catalog of Implementation Registration of Imported Food Overseas Production Enterprises” was formulated and adjusted by GACC.
According to the current Catalogue, categories that require overseas production enterprises registration include meat, aquatic products, dairy products (including dairy-based infant and young children formula product), bird's nest products, and honey.
